Next: KB Home's application, PRJ-1136506, would consolidate the parcels — about nine acres — for 199 for-sale homes, eight of them shopkeeper units along the Gramercy Dr frontage, with 398 parking spaces and restriping on Gramercy Dr and Ruffin Rd. It is not approved: the City's status is "recheck required", so the applicant has to resubmit and answer staff comments. Approval would come through Process 1 — the lightest of the City's five decision processes, and the only one with neither a public hearing nor a right of appeal. A staff member approves or denies the application and that is the decision. The other four send a project to a hearing officer, the Planning Commission or the City Council, or at least let someone appeal to them; which process applies is set by the kind of application, not chosen by the City.

Next: The City publishes a Final PEIR containing its responses to every comment received. A City Council vote to certify that report and approve the master plan follows at least two weeks after it is released. Neither has been published as of September 2026.
