9160–9280 Gramercy Dr (former Mission Village site)
Under reviewNext: KB Home's application, PRJ-1136506, would consolidate the parcels — about nine acres — for 199 for-sale homes, eight of them shopkeeper units along the Gramercy Dr frontage, with 398 parking spaces and restriping on Gramercy Dr and Ruffin Rd. It is not approved: the City's status is "recheck required", so the applicant has to resubmit and answer staff comments. Approval would come through Process 1 — the lightest of the City's five decision processes, and the only one with neither a public hearing nor a right of appeal. A staff member approves or denies the application and that is the decision. The other four send a project to a hearing officer, the Planning Commission or the City Council, or at least let someone appeal to them; which process applies is set by the kind of application, not chosen by the City.
Planning group: Wrote to the Mayor on 20 August 2026, by a 7-0 vote, asking how a project this size proceeds without community input, what became of the $500,000 the 2004 Mission Village permit attached to the site, and who clears the burnt Guild Mortgage building. The Mayor's office replied on 11 September. The $500,000 was never collected, because that 2004 project never went ahead, so neither it nor the community room it promised carries over to this one; the burnt building is a total loss, with code enforcement case CE-0542361 open and a notice of abatement being prepared.

Montgomery-Gibbs Executive Airport Master Plan
Under reviewNext: The City publishes a Final PEIR containing its responses to every comment received. A City Council vote to certify that report and approve the master plan follows at least two weeks after it is released. Neither has been published as of September 2026.
Planning group: The planning group asked for and won a 14-day extension to the comment period, then authorized its chair to send a response letter. The community council and the Montgomery-Gibbs Community Committee filed letters of their own.
